It has been a war between supporters of President Muhammadu Buhari and his predecessor in office, Goodluck Jonathan over the current administrations’s adoption of an agriculture policy initiated by the immediate past administration.
There are beliefs that the economic recession that hit Nigeria may have forced President Buhari to adopt and revive the e-wallet system for fertiliser allocation and distribution, an initiative of Jonathan’s administration which was suspended over a year ago.
Goodluck Jonathan is reputed for initiating the GES policy in the agriculture sector
While declaring that the policy would be revived, Audu Ogbeh, Nigeria’s agriculture minster, however said it would be modified to fix issues that arose with it in the past.

Reno Omokri, a former aide to Jonathan, on his Twitter handle, mocked the Buhari administration saying: “I cant laugh! When an economy collapses and you don’t know what to do, you return to the man who knows what to do!!!”
However, JJ Omojuwa, a social critic, said the policy does not belong to Jonathan. He said: “E-wallet is not Jonathan’s policy. Nigeria lifted the idea from elsewhere. So no point Jonathanising the story like all others.”
Omojuwa’s statement provoked further reactions from many who supported Jonathan.

This is Jonathan’s second policy that would be adopted by the Buhari administration within one week.
Babachir Lawal, secretary to the government of the federation (SGF), was earlier quoted as saying that the administration would now fight corruption using technology, an initiative Jonathan campaigned with while presiding over the country.
Buhari had suspended some major policies of the previous administration upon taking over government.
These policies included the e-wallet system, which, according to Premium Times, was part of the Growth Enhancement Support (GES) scheme of the Goodluck Jonathan administration to solve the problems created by middlemen in the supply and distribution of fertiliser to farmers.

With the policy, about 4.2 million farmers were registered within one year with the figure rising to over 10 million later under Akinwunmi Adesina as agriculture minister up till 2015.
